The Inner Harbor Navigation Canal, aka the Industrial Canal, was opened in 1923 to connect the Mississippi River and Lake Pontchartrain, providing quicker access for the barge and shipping industries. However, it has proven itself a dangerous project—It flooded the Lower 9th Ward in Hurricane Betsy and again in Hurricane Katrina. In this movie, Dr. Joshua Lewis explores the historic environmental racism at the heart of this project, and the immense negative impacts on the Ninth ward if the Army Corp of Engineers project to widen and deepen the canal is approved by congress.
